Global Issues: UN Calls on Russia to Halt Attacks on Ukraine’s Energy Grid as Winter Approaches

According to spokesperson Jeremy Laurence, there have been massive missile and drone attacks on the power network in Ukraine this week, raising serious concerns about the well-being of civilians facing a difficult winter. Russia conducted these attacks on Thursday, causing damage in multiple regions, including the capital city, Kyiv.

Over a million people across the country experienced blackouts, with disruptions in essential services like water and transportation in some areas.

Continued wave of attacks

Since March, there have been repeated attacks on Ukraine’s energy production capacity, causing harm to civilians. Vulnerable populations, such as older individuals, low-income households, people with disabilities, and internally displaced persons, are particularly at risk.

Mr. Laurence emphasized the importance of electricity and other services as temperatures drop below freezing.

The UN Human Rights Monitoring Mission in Ukraine has been monitoring the effects of these attacks, documenting impacts on electricity production, water distribution, and public services.

Call for investigation

The UN High Commissioner for Human Rights has raised concerns about the military campaign targeting Ukraine’s energy infrastructure, urging an investigation into these systematic attacks. Responsibility for these violations should be held accountable, according to the OHCHR.

Mr. Laurence called on the Russian Federation to cease attacks on Ukraine’s critical energy infrastructure and for the international community to support Ukraine in repairing and restoring its systems.

Impact on nuclear plants

Following the recent attacks, Ukraine’s nuclear power plants reduced electricity generation as a precaution. This is the second time in two weeks that these plants have taken such measures amid hostilities.

The IAEA reported that Ukraine’s energy infrastructure is fragile, risking nuclear safety. Maximum military restraint is urged in areas with significant nuclear facilities to prevent incidents.

Avert nuclear risk

While there were no direct reports of damage to nuclear plants, electrical substations crucial for nuclear safety have been affected. The IAEA will continue to assess the extent of damage to ensure nuclear safety and security.

The agency is committed to minimizing the risk of a nuclear incident during the ongoing conflict.
