Elon Musk presented a chart at a get-out-the-vote rally in Wisconsin, claiming that millions of noncitizens received Social Security numbers during the previous administration.
The rally took place shortly before a state judicial race in Wisconsin.Â
The event generated significant attention the following day due to Musk’s distribution of $1 million checks to two Wisconsin voters who signed a petition against “activist judges.” This occurred after the state’s Supreme Court refused to address a challenge arguing that the sweepstakes was illegal.
After distributing the checks, Musk invited his friend and DOGE colleague, Antonio Gracias, on stage to discuss their work with the Social Security system. When Gracias joined Musk, a large graphic displaying “New Non-Citizen Social Security Numbers Issued” was shown behind them.

“We started analyzing the Social Security system from the top to uncover any fraudulent activity,” Gracias explained, referring to the chart behind him. “But, this data stood out to us,” he continued. “When we saw these numbers, we were shocked.”

Gracias was referring to the total number of noncitizens who received Social Security numbers between FY 2021 and FY 2025. The chart illustrated a consistent year-over-year rise during the previous administration, reaching over 2 million in FY 2024, which ended on Sept. 30.
Approximately 1 million noncitizens were issued Social Security numbers in FY23 and FY25, which began in October and will conclude in September this year.Â
“This completely surprised us,” Gracias remarked. “We were investigating fraud and stumbled upon this.”

“This chart is mind-boggling,” Musk added.

The striking numbers emerge as Musk and DOGE continue their examination of various federal programs and agencies, including the Social Security Administration (SSA).Â
Last week, DOGE stated that it had eliminated roughly 7 million Social Security accounts belonging to individuals listed as over 120 years old. DOGE also discovered through audits that the Social Security database contained 20 million deceased individuals falsely marked as alive, as Musk revealed at the Wisconsin rally.

Following his inauguration, President Donald Trump signed an executive order instructing all public assistance and social services in the U.S. to cease providing access to noncitizens, asserting that these services are meant for U.S. citizens.Â
In line with the president’s order, the Department of Housing and Urban Development initiated a new collaboration last week with the Department of Homeland Security to enhance communication between the two agencies, ensuring that noncitizens do not benefit from public housing programs.Â
