A new travel trailer park and campground will be developed at the site of the former Ocean Edge Golf Club in Frisco, according to a site plan shared with the Dare County Planning Board at their June meeting.
The 23.91-acre site, which borders both N.C. Highway 12 and the oceanfront, was originally home to a 9-hole golf course that was operational from 1990 to 2008.
The planned Fly N’ Fish Campground will feature 180 travel trailer sites, 4-6 camping cabins at approximately 600 square feet each, a 20’ x 40’ swimming pool, a dune walkover, and a guard shack for guest check-in. There will also be a bathhouse with restrooms, laundry room, pool equipment room, chemical storage room, and shade structure.

The two properties that comprise the site are zoned S-1, and travel trailer parks are permitted under the S-1 zoning regulations, subject to the standards of Chapter 160 Travel Trailer Parks and Campgrounds Ordinance. Due to prior development, no jurisdictional wetlands are present on the property.
The travel trailer park ordinance allows for camping spaces to be configured in either a fixed configuration, a free-form configuration, or a mix. The developer has chosen to go with a fixed configuration, which requires that each camping space consist of a minimum area of 1,500 square feet, with a minimum width of 30 feet..
The development of the park will require additional permits and permissions from multiple county, state, and federal entities. This includes the issuance of several North Carolina Division of Environmental Quality (NCDEQ) permits, including stormwater as well as sedimentation and erosion control. The dune walkover will require a CAMA Major permit, as well as a Special Use Permit from the National Park Service. Because of the site’s proximity to the Billy Mitchell Airport, FAA approval will also be required, and NCDOT permissions will be needed for both the temporary construction entrance and the finished main entrance and apron area.
Once all permits and approvals have been secured, the developer will have a 12-month period to start and complete the construction of the new travel trailer park.
The Manteo-based developer and Maryland-based owners were not available for comment at the time of publication. The site plan for the campground can be viewed in the Dare County Planning Board’s June meeting packet.
