The U.S. Citizenship and Immigration Services website is no longer accepting forms required to sponsor migrants under the defunct parole program for Cubans, Haitians, Nicaraguans, and Venezuelans (CHNV) during the Biden administration.
The program, established in 2023, permitted certain migrants to seek entry and stay in the U.S. for up to two years, but was terminated on President Trump’s first day in office.
By August 2024, nearly 530,000 individuals had been granted parole through the program, as reported by U.S. Customs and Border Protection (CBP).

Requirements included having a U.S.-based supporter, passing security vetting, and meeting other criteria.
The “Online Request to be a Supporter and Declaration of Financial Support” form, a crucial requirement, was removed from the website as of Wednesday night.
The Department of Homeland Security (DHS) recently lifted expedited removal restrictions and authorized Immigration and Customs Enforcement (ICE) to examine the parole status of migrants – with potential modifications.

Prior to Trump’s reelection, the program was briefly halted due to fraud allegations.
An internal investigation was initiated, prompting the DHS to introduce enhanced vetting processes for U.S.-based supporters in August 2024.
ICE and CBP officials have been assigned the task of consolidating parole-related guidelines, policies, and protocols, reviewing them, and devising a plan to eliminate any that do not align with the law.
